Why are garage apartments so common in Houston?
Many older Houston neighborhoods were built with detached garages at the back of the lot, and an apartment above the garage has long been a familiar way to add a unit there. City historic commission files from the Heights include recent applications for new garages with apartments above. The form keeps the parking, leaves the yard open and puts living space a full story up.
Does a garage apartment count as a second dwelling unit?
Yes. Houston's Livable Places materials describe the second unit as one built above a garage or in a separate structure. As of October 2026, the 1,500 sq ft limit for keeping single-family status applies to the living space.
Can I put an apartment on top of my existing garage?
Rarely as-is. Most detached garages were built on a thin slab with framing sized for a roof, not a second floor. Adding a story usually means new footings and new structure, at which point rebuilding the garage is often the cleaner route. An engineer's review of your garage settles it.

What design details matter most?
- The stair. Exterior stairs save floor area; interior stairs keep rain off. Either needs to meet code for rise, run and guards.
- Height. Deed restrictions, historic district guidelines and, in the suburbs, zoning can cap height or story count.
- Privacy. Window placement toward neighbors is a common review point in historic districts.
- Floodplain. The garage floor can sit low, but enclosed living space must meet the elevation rule where it applies.
When does a garage apartment cost more than a cottage?
It depends on structure and access. A second floor needs heavier framing, a stair and sometimes a crane for trusses, but it can avoid fill or a raised slab. On a dry, wide lot a one-story cottage can come in lower. We price both when both are allowed.
